Requires the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) to annually determine, starting July 1, 2026, the funding needed for the Mutual Aid Box Alarm System (MABAS) and Illinois Law Enforcement Alarm System (ILEAS) to coordinate emergency response personnel and equipment across local governments

IEMA-OHS must establish a funding distribution formula for MABAS and ILEAS by January 1, 2027, developed in consultation with both organizations

Creates a continuing appropriation beginning July 1, 2028, to ensure sufficient funding for MABAS and ILEAS grants when regular appropriations fall short, though this amount may be reduced by any federal grants designated for these organizations

Allows the General Assembly to appropriate lesser amounts by law, maintaining legislative control over the continuing appropriation

Updates the statutory definition of "Illinois Emergency Management Agency" to include the alternative names "Illinois Emergency Management Agency and Office of Homeland Security" and "IEMA-OHS"
