Creates the High School and Area Vocational Center Grant Program administered by the Department of Commerce and Economic Opportunity (DCEO)

Awards grants to high schools, area vocational centers, and area career centers for preapprenticeship training in clean energy and construction industries, subject to appropriation

Covers training for specific occupations including wind turbine technicians, solar installers, electricians, plumbers, HVAC technicians, carpenters, welders, heavy equipment operators, and other trades

Aims to create a diverse talent pipeline for clean energy and construction jobs statewide while enabling students to complete training tuition-free

Requires DCEO to adopt rules establishing grant criteria focused on expanding career opportunities and promoting diversity and inclusion in these industries
