Prohibits the manufacture or sale of personal care products containing nonbiodegradable plastic glitter in Illinois, effective December 31, 2029

Defines nonbiodegradable plastic glitter as reflective particles less than 2 millimeters in size, made of nonbiodegradable plastic and precision-cut into various shapes to create a shimmering effect

Allows retailers to sell existing stock of products containing plastic glitter until December 31, 2030, if the stock was acquired and transported into Illinois before December 31, 2029

Amends the existing Environmental Protection Act section that already bans synthetic plastic microbeads in personal care products

Takes effect January 1, 2028, giving manufacturers and retailers time to prepare for compliance
