Amends the Airport Authorities Act to change how population is calculated for determining municipal representation on airport authority boards, counting only inhabitants who reside within both the municipality and the corporate limits of the authority

Allows municipalities located partially (not just wholly) within an airport authority's corporate limits to qualify for board representation if they have 5,000 or more residents within the authority's boundaries

Enables a municipality to petition the circuit court for a new commissioner when it reaches 5,000 or more inhabitants residing within the authority's corporate limits, with the new commissioner appointed by the municipality's presiding officer

Requires written commissioner appointments to specify whether the appointee resides within or outside a municipality having 5,000 or more inhabitants within the authority's corporate limits

Excludes Metropolitan Airport Authorities, the Greater Metropolitan Airport Authority, and the Crawford County Airport Authority from these amended provisions
