Creates the Official Insignia and Uniform Sales Act, prohibiting the knowing manufacture, sale, marketing, promotion, advertising, or distribution of counterfeit official insignia or uniforms of public employees

Defines "counterfeit official insignia or uniform" as items resembling official government employee uniforms, badges, emblems, or identification cards closely enough to deceive an ordinary person

Establishes penalties as a petty offense with fines up to $500 for a first offense and up to $1,000 for second or subsequent offenses

Provides defenses for legitimate uses including mementos, decorative purposes, theatrical/film/television productions, collections, exhibits, and other recreational purposes

Exempts casual apparel distributed by government entities for public support or fundraising efforts from the definition of "uniform"
