Amends the Department of Transportation Law to allow leases for pedestrian infrastructure over State highways in counties with populations exceeding 3,000,000 (Cook County) for up to 35 years

Leases must be initially entered into within one year after the effective date of the amendatory Act to qualify for the extended 35-year term

Requires the Department of Transportation to lease the land or property at fair market value

Lease terms may include corresponding vertical rights, subterranean and air rights, and sublease rights

Standard IDOT property leases remain limited to 5 years unless qualifying under specific exceptions for larger counties
