Adds 8 new members to the R3 (Restore, Reinvest, and Renew) Program Board who must have resided over 30 years in an R3 Area and possess expertise in education, medicine, mental health, housing, law, accounting, finance, business, or religion, to be jointly appointed by the Senate President and House Speaker from nominations by nonprofits operating in R3 Areas since 1980

Creates a new R3 Community Steering Committee of 9 individuals appointed jointly by the Senate President and House Speaker within 60 days, with nominees coming from nonprofits continuously operating in R3 Areas since 1968

Requires the R3 Program to allocate 25-30% of annual funds for targeted community grant funding programs administered by the Department of Commerce and Economic Opportunity in coordination with the new R3 Community Steering Committee

Excludes R3 Areas in Cook County from receiving legal services funding under the R3 Program unless specifically approved by the Department of Commerce and Economic Opportunity in coordination with the R3 Community Steering Committee

Shifts appointment authority for certain R3 Program Board positions (previously incarcerated individuals) from the R3 Board chair to joint appointment by the Senate President and House Speaker, with nominees from nonprofits operating since 1980
