Requires all Illinois Department of Transportation grants to municipalities and airport authorities for airport renovation, construction, and development to include a condition mandating project labor agreements with local building and construction trades councils

Mandates that any contract entered into by an airport authority to construct, develop, expand, extend, or improve any airport or airport facility must include a project labor agreement with the local building and construction trades council having geographic jurisdiction

Defines "project labor agreement" as a prehire collective bargaining agreement covering all terms and conditions of employment on a specific construction project that meets requirements in Section 25 of the Project Labor Agreements Act

Amends the State Mandates Act to exempt this requirement from state reimbursement to local governments for implementation costs
