Renames the "Newborn Metabolic Screening Act" to the "Newborn Screening Act" and explicitly includes hearing disorders as a genetic, metabolic, or congenital anomaly for which newborns must be screened

Increases the base fee for newborn screening services from $118 to $165 beginning July 1, 2026, with 22% of the base fee allocated to the Department of Public Health for the Early Hearing Detection and Intervention Program

Expands the Metabolic Screening and Treatment Fund to accept State and federal funds for expenses related to metabolic, hearing, or congenital disorder screening, follow-up, and treatment programs

Exempts hearing screenings from the temporary testing provisions that allow the Department to use accredited laboratories when the State Laboratory cannot perform screening

Makes conforming changes across multiple Illinois codes, including the Illinois Procurement Code, Illinois Public Aid Code, and Genetic Information Privacy Act, to reflect the renamed Act
