Amends the Pharmacy Practice Act to establish staffing requirements for high-volume retail pharmacies in Illinois

Defines "retail pharmacy" as any store, shop, or place where drugs, medicines, or poisons are dispensed, sold, or offered for sale at retail

Requires retail pharmacies that receive an average of 150 or more prescription drug orders during operating hours to have qualified staff present at all times the pharmacy is open

Qualifying staff must include either a pharmacist working in their professional capacity, or a registered pharmacy technician, registered certified pharmacy technician, student pharmacist, or other authorized supportive staff

Staff operating without a pharmacist present must work pursuant to existing pharmacy working conditions provisions under Section 15.1 of the Act
