Creates the "Daniel Capuano Memorial Act" establishing the new offense of first responder endangerment in the Criminal Code of 2012

Makes it a crime when a person knowingly creates a dangerous condition and intentionally conceals it in a commercial property under their management or operational control, and that condition causes the death or serious bodily injury of a first responder performing official duties

Defines "dangerous condition" as a life-threatening situation resulting from unpermitted structural/architectural work or building code violations where the person received actual notice but failed to take corrective action within the specified timeframe

Applies only to natural persons who had direct final decision-making authority over the commercial property and personally created and concealed the dangerous condition

Violation is classified as a Class 4 felony (punishable by 1-3 years imprisonment under Illinois law)
