Amends the Private Business and Vocational Schools Act of 2012 to add a new exemption from regulation

Educational institutions that do not charge students any tuition or fees—except nominal fees for books, tools, and similar materials—would no longer be classified as private business and vocational schools

Third-party funding sources such as donations and grants paid directly to the institution to support programs would not count as "tuition" for purposes of this exemption

The exemption allows qualifying free or low-cost vocational training programs to operate without needing Board of Higher Education approval under the Act
