Amends the Township Code provisions on disorderly conduct at township meetings

Allows meeting moderators to report disorderly individuals who refuse to withdraw to law enforcement agencies, replacing the current authority to have police officers physically remove and confine the person until the meeting adjourns

Eliminates the existing $10 civil forfeiture penalty that townships could recover through circuit court action against individuals who refuse to withdraw after being ordered to do so
