Amends the Park District Code to clarify that a park district board member's office is not officially vacant until the board formally declares it vacant at a board meeting

Applies to situations where a board seat may be declared vacant due to death, resignation, legal disability, loss of voter status, felony conviction, failure to take oath, or neglect of duties

Vacancies continue to be filled by appointment by a majority of remaining board members, with appointees serving until the next regular election

If a vacancy occurs with less than 28 months remaining in the term, no election is held and the appointee serves the remainder of the term

The bill declares these changes to be a clarification of existing law rather than new policy
