Updates disability-related terminology throughout Illinois state statutes, replacing "disabled person" with "person with a disability," "mentally handicapped" with "intellectual disability," "physically handicapped" with "physical disability," and "visually handicapped" with "visually impaired"

Renames the "Aid to the Aged, Blind or Disabled" program to "Aid to the Aged, Blind or Persons with Disabilities" program and updates all corresponding references across various state Acts

Updates the "Disabled Person Identification Card" reference to "Illinois Person with a Disability Identification Card" to reflect current naming conventions

Applies person-first language changes across multiple areas of law including the Illinois Pension Code, Property Tax Code, Public Aid Code, Banking Act, Code of Criminal Procedure, and Code of Civil Procedure

Takes effect immediately upon becoming law and explicitly states the changes are not intended to alter any substantive rights, responsibilities, coverage, eligibility, or definitions in the amended provisions
