Shifts leadership of the Cannabis Equity Commission from the Governor (or designee) to two co-chairs: the chairperson of the Senate Agriculture Committee and the chairperson of the House Agriculture and Conservation Committee (or their designees)

Adds six new ex officio members to the Commission: two members from the Illinois Black Caucus (one from each chamber) and two members from the Illinois Legislative Latino Caucus (one from each chamber), plus the two new co-chairs

Requires appointment of a journalist with experience covering national and local cannabis markets and issues related to disproportionately impacted areas as a new Commission member

Mandates co-chairs fill vacancies in appointed membership positions within 90 days

Requires the Commission to submit an annual report to the General Assembly beginning January 1, 2028, covering market evaluation, social equity operations data, R3 Program community reinvestment data, tax revenues, and policy recommendations to support social equity applicants and communities harmed by drug prohibition
