Requires the Illinois Department of Corrections to notify all approved visitors within 2 hours when an incarcerated person is placed in or removed from restrictive housing (solitary confinement of more than 22 hours per day) or affected by a facility lockdown

Notifications must include only the incarcerated person's name and ID number, type of event (lockdown or restrictive housing), and start/end dates and times, with no security-sensitive details disclosed

Department must maintain a free online portal for visitors to update contact information and opt in to receive notifications via email and SMS text message

Department must publish an annual compliance report tracking the number of notifications issued, timeliness, any failures to notify, and corrective actions taken

Effective January 1, 2027, with the Department required to adopt rules covering visitor contact management, communication protocols, and data privacy protections
