Expands the definition of "school student record" under the Illinois School Student Records Act to include written or electronic communications (and attachments) sent to or from parents, guardians, or family members that are maintained by a school or school employee

Covered communications must relate to a student's education, health, safety, discipline, or well-being to qualify as part of the student record

Communications would be classified as student records regardless of whether the individual student can be identified from them

Applies to all public schools including preschools, day care centers, elementary and secondary schools, vocational schools, and special educational facilities (excludes private and non-public schools)

Subjects these family communications to the same protections, access rights, and disclosure restrictions that apply to other school student records under existing law
