Creates the Higher Education Student Bill of Rights Act establishing 20 specific rights for students attending postsecondary institutions in Illinois

Guarantees rights to an inclusive and safe learning environment free from discrimination based on race, ethnicity, gender, sexual orientation, religion, disability, socioeconomic status, and other protected characteristics

Protects students' constitutional rights including free expression, the right to organize and join associations, and the right to engage in peaceful protest subject to reasonable time, place, and manner restrictions

Ensures academic protections including transparency in course information and degree requirements, fair evaluation based solely on demonstrated learning, access to educational records, and protection of educational programs from political interference

Establishes financial protections including clear disclosure of tuition and fees, fair lending practices, transparent refund and withdrawal policies, and the right to unlimited transfer credits between institutions
