Amends the State Commemorative Dates Act to require the Governor to annually designate the third Friday of September as POW/MIA Recognition Day through official proclamation, rather than having it automatically designated by statute

Updates the definition of those honored to specifically include POWs who have suffered captivity in foreign countries while in active U.S. military service and MIAs recognized as missing during war or hostilities

Requires the Governor's proclamation to request that some portion of the third Friday of September be used for solemn contemplation on the plight of POWs and MIAs and the resolve of families seeking accounting for missing loved ones

Takes effect immediately upon becoming law
