Requires alternative retail electric suppliers and alternative gas suppliers to report annually to the Illinois Commerce Commission and Attorney General the rates charged to residential customers, including the number of customers enrolled at each rate

Prohibits alternative retail electric suppliers and alternative gas suppliers from paying commissions or incentive-based compensation to individuals engaged in in-person solicitation or telemarketing

Caps rates charged by alternative retail electric suppliers and alternative gas suppliers at no more than 25% above the current utility electric supply price or gas supply rate for residential and small commercial customers

Prohibits automatic contract renewals at higher rates unless the supplier provides required renewal disclosures and obtains the customer's express written or electronic consent at least 30-60 days before the contract expires

Extends purchase of receivables and billing services provisions to electric utilities providing supply service through electric aggregation programs, clarifying language throughout the Public Utilities Act
