Creates a mobile home subsidy program administered by the Department of Revenue beginning January 1, 2027, to assist qualified mobile home owners who have experienced lot rent increases in mobile home parks

Limits eligibility to individuals who are 65 years of age or older, own a mobile or manufactured home in a mobile home park, use it as their principal residence, and meet household income limitations defined in the Property Tax Code

Caps the annual rent subsidy at the lesser of $1,500 per lot per calendar year or the difference between current lot rent and the rent paid in the base year (the year before the subsidy was first awarded)

Allows subsidy payments to be made directly to the qualified mobile home owner or to the park owner

Requires the Department of Revenue to adopt rules for implementation, including application deadlines and forms, with the program subject to appropriation
