Amends the Domestic Violence Fatality Review Act to change the Statewide Committee quorum requirement from a fixed number of 7 voting members to a simple majority of voting members.

Extends the annual report deadline from March 1 to September 1 of each year for the Statewide Committee's report to the Governor and General Assembly.

Postpones the biennial report deadline from April 1 to June 1 of each odd-numbered year for the substantive report analyzing regional review team data and recommendations.

Regional review teams continue to submit their own annual reports by March 1, with biennial reports due in odd years containing recommendations for legislative and policy changes to reduce domestic violence fatalities.
