Ratifies Illinois' participation in the Nurse Licensure Compact, enabling registered nurses (RNs) and licensed practical nurses (LPNs) to obtain multistate licenses allowing practice in their home state and all other compact member states.

Sets minimum fees for multistate licensure at $150 for initial applications and $125 for biennial renewals, with the Department of Financial and Professional Regulation authorized to establish additional implementation fees by rule.

Requires multistate license applicants to submit fingerprints for FBI criminal background checks, pass NCLEX examinations, hold unencumbered licenses, and have no felony convictions or nursing-related misdemeanors.

Mandates 20 hours of approved continuing education every 2-year renewal cycle for nurses under the compact, with employers required to provide opportunities for nurses to obtain these hours.

Excludes advanced practice registered nurses (APRNs) from the compact and prohibits Illinois from sharing criminal history records with the Interstate Commission or other states for multistate licensure purposes.
