Expands the Equitable Restrooms Act to require adult changing stations in public buildings, not just State-owned buildings, including venues serving 1,500+ people daily, entertainment facilities, museums, airports, hospitals, and stores over 40,000 square feet.

New construction after January 1, 2029 must include at least one powered, height-adjustable adult changing table in a gender-neutral, single-occupancy restroom.

Renovations costing at least $10,000 requiring a building permit after January 1, 2031 must also include adult changing stations.

Adult changing tables must be at least 30 inches wide by 70 inches long, support 400+ pounds, adjust from 17 inches to at least 38 inches in height, and include safety rails and a safety belt.

Building owners must maintain conspicuous signage at restroom entrances indicating adult changing station locations and include the information in building directories.
