Raises educational requirements for school psychologists from a master's degree in psychology or educational psychology to a specialist degree (or equivalent with minimum 60 graduate semester hours) or higher degree specifically in school psychology.

Changes supervised experience requirements from one school year of full-time experience to 1,200 clock hours, with at least 600 hours required in a school setting.

Expands the defined scope of school psychological services to include mental and behavioral health services, crisis prevention and response, universal screenings, behavior assessments, and program development for safe learning environments.

Prohibits school psychologists from providing services outside their employment to any student in any district where they are employed.

Explicitly excludes prescription, administration, or monitoring of pharmacological interventions from school psychological services.
