Creates the Kidney Disease Treatment Delegation Act to regulate who may receive delegated duties for central venous catheter procedures at kidney disease treatment centers in Illinois.

Permits delegation of dialysis-related catheter procedures only to licensed practical nurses with proper training or certified dialysis technicians who hold (or are acquiring) certification from the Nephrology Nursing Certification Commission or Board of Nephrology Examiners Nursing and Technology.

Requires all patient care by LPNs or certified dialysis technicians to be performed under direct, immediate on-site supervision of a physician, advanced practice registered nurse, physician assistant, or registered nurse.

Limits medication administration by delegated staff to heparin, saline for dialysis treatments and line flushing, and topical anesthetics only.

Amends the Nurse Practice Act to make violations of this new Act grounds for disciplinary action, with fines up to $10,000 per violation.
