Replaces Illinois EPA potentially infectious medical waste manifests with federal hazardous materials transportation shipping papers (49 CFR Subtitle B, Chapter I, Subchapter C) for waste transport documentation, effective July 1, 2026.

Increases the transportation fee for potentially infectious medical waste from 3 cents to 5 cents per pound.

Maintains existing permit requirements for transporters and treatment/storage/transfer facilities handling potentially infectious medical waste, with exemptions for self-generated waste, noncommercial transport under 50 pounds, and U.S. Postal Service.

Eliminates the $4.00 fee the Illinois EPA previously charged for each state-issued manifest form.

Requires annual reports on waste quantities and disposition to be submitted in formats prescribed by the Agency rather than on Agency-provided forms.
