Appropriates $147,720,000 to the Illinois Department of Public Health for HIV/AIDS education, drugs, services, counseling, testing, housing assistance, prevention programs, and Ryan White CARE Act services.

Requires at least 50% of all funds appropriated to the AIDS/HIV Division be used for programs serving minority populations, with nearly 75% of new HIV transmissions in 2024 occurring among Black and Latino/a/x communities.

Allocates $7,880,500 from the African-American HIV/AIDS Response Fund specifically to reduce HIV/AIDS disparities among African Americans.

Provides $5,500,000 for the Getting to Zero-Illinois plan to end the HIV epidemic by 2030, plus $500,000 for sexually transmitted infection prevention, screening, and treatment services.

Appropriates $2,000,000 for the PrEP4Illinois Program to provide client navigation for pre-exposure prophylaxis services and medication access, including covering ancillary services like office visits and labs for uninsured and underinsured individuals.
