Reduces the requirement for apprentice labor hours performed by Illinois Works Preapprenticeship Program graduates from 50% to 25% for contracts executed between January 1, 2029 and January 1, 2031, with the 50% requirement taking effect on and after January 1, 2031.

Extends the period the Department of Commerce and Economic Opportunity must maintain a list of preapprenticeship program graduates from one year to three years after graduation.

Modifies waiver criteria so the Department can grant reductions when insufficient graduates are accepted into registered apprenticeship programs, rather than when contractors demonstrate insufficient apprentices are available.

Delays enforcement penalties for intentional noncompliance with apprenticeship requirements until after January 1, 2031, when violations may result in contract termination, debarment up to 3 years, or penalties up to 25% of contract value.

Requires the Department to annually contact graduates on the preapprenticeship list to verify their apprenticeship program status.
