Creates the Illinois Future Fund as a special fund in the State treasury to provide direct cash assistance of $500 monthly to qualifying individuals through a program administered by the Department of Human Services.

Redirects a portion of cannabis tax revenue currently going to the Criminal Justice Information Projects Fund to the new Illinois Future Fund beginning July 1, 2027.

Implements a gradual six-year transition schedule: starting FY2028, the 25% cannabis revenue allocation shifts from 25% criminal justice/0% Future Fund to 0% criminal justice/25% Future Fund by FY2033.

Funds the program through the Cannabis Regulation Fund, which collects taxes, license fees, and other revenue under the Cannabis Regulation and Tax Act.

Authorizes the Department of Human Services to adopt rules for implementing the Direct Cash Assistance Program.
