Amends the Illinois Freedom of Information Act to allow public bodies to charge actual personnel costs (instead of a $10/hour cap) for searching, retrieving, and redacting requested records.

Reduces the free search time from 8 hours to 2 hours before fees can be charged to requesters.

Expands fee provisions to apply to all FOIA requests, removing the previous limitation that restricted cost recovery to commercial requests only.

Requires public bodies to provide requesters with a full accounting of all fees, costs, and personnel hours when charges are imposed.
