Mandates that anyone using body camera footage for commercial purposes must provide written pre-publication notice to all identifiable individuals appearing in the recording

Requires commercial users to remit at least 50% of gross revenues to identifiable subjects, distributed proportionally based on each person's duration of appearance in the footage, with quarterly payments and written accounting

Creates civil liability for violations, allowing aggrieved individuals to sue for damages and attorney's fees, while exempting news media, nonprofit, scientific, and academic organizations from the commercial use restrictions
