IL HB4446

Amends the Law Enforcement Officer-Worn Body Camera Act to change redaction requirements from mandatory to discretionary, allowing agencies to redact (rather than requiring them to redact) identifying information of bystanders who are not officers, subjects, or directly involved in recorded encounters.

Clarifies that the Act does not prohibit law enforcement agencies from voluntarily disclosing body camera recordings or portions of recordings, even if those recordings would otherwise be exempt from disclosure under the Freedom of Information Act.

Removes language that previously stated the Act did not require disclosure of recordings exempt under FOIA, replacing it with permissive language allowing such disclosures at agency discretion.

Introduced by Rep. Daniel Didech in the 104th General Assembly (2025-2026 session) and amends Section 10-20 of 50 ILCS 706.
