Requires annual grant increases beginning in fiscal year 2029 of either 3% or the Consumer Price Index increase, whichever is greater

Grantees must spend at least 70% of increased funding directly on improving worker wages and benefits, with certification requirements to verify compliance

Department of Central Management Services must hire a full-time Director of Human Services Wage Equity by June 30, 2027 to oversee implementation across affected agencies including DHS, DCFS, and the Departments of Juvenile Justice, Aging, and Public Health
