Establishes continuous appropriation from the General Revenue Fund to the Illinois Student Assistance Commission for the special education teacher scholarship program beginning July 1, 2026

Creates an irrevocable and continuing appropriation of all amounts necessary to fund the scholarship program, removing the need for annual legislative appropriations

The existing scholarship program awards 250 scholarships annually to students and certified teachers pursuing special education teacher preparation

Scholarship recipients must teach at an Illinois public, private, or parochial school for at least 2 of the 5 years following graduation, or repay the waived tuition plus 5% annual interest

Effective date is July 1, 2026
