Establishes the Blue Envelope Program through the Illinois Secretary of State's Office to provide specially designed blue envelopes for individuals diagnosed with autism spectrum disorder to hold their driver's license, insurance card, and other motor vehicle documents

Envelopes must identify the holder as having autism spectrum disorder, include written guidance to help law enforcement communicate effectively, and provide space for emergency contact information

Secretary of State must develop the program in consultation with a nonprofit organization that advocates for autistic individuals in Illinois

Envelopes will be available at Driver Services facilities and the Illinois State Library, and distributed upon request to law enforcement agencies, fire departments, and libraries

Participation is voluntary, and information on the envelope may only be used to support safe communication with first responders—it cannot be entered into any federal, state, or local database
