Requires the Illinois Department of Public Health to publish a "Just Culture Matrix" as a decision-making tool for evaluating EMS personnel performance and recommends EMS Systems incorporate it into their Program Plans for fairly applying participation suspensions

Establishes that local System review boards can only affirm, reduce, or rescind an EMS Medical Director's suspension order, and changes the State EMS Disciplinary Review Board's authority to affirm, reduce, or rescind (rather than reverse or modify) disciplinary orders

Mandates local System review boards consist of 3 members and 2 alternates randomly selected by the Department from individuals of the same professional category and EMS Region as the person requesting a hearing

Creates new definitions for "digital license" and "physical license," requiring the Department to issue physical licenses to EMS personnel while ensuring all personnel have access to digital licenses through a Department-maintained electronic platform

Requires EMS licensees to possess either a physical license or digital license that is readily verifiable by Resource Hospitals and vehicle service providers
