Creates the Secure Elections Infrastructure Fund as a special fund in the State treasury to support election administration improvements

State Board of Elections will distribute grants to local election authorities for voting machine replacement, electronic poll book upgrades, cybersecurity hardening, voter accessibility upgrades, and secure ballot transport/storage infrastructure

Eligible capital improvements include life-safety, environmental, structural, and operational upgrades to election authority facilities

Distribution formula will account for number of registered voters, number of voting districts, age and condition of voting equipment, appropriations received in the previous 10 years, and demonstrated accessibility or cybersecurity needs

All funding is subject to appropriation by the General Assembly
