Amends the Illinois Marriage and Dissolution of Marriage Act to require county clerks to establish a video conferencing option for marriage license applications within 6 months of the law's effective date

Allows parties with disabilities, physical impairments, or health conditions that impede mobility to appear before the county clerk via real-time video conference instead of in person

Permits county clerks, at their sole discretion, to travel to a party's location to complete the marriage license application

Requires requests for in-person visits at a party's location to be supported by written certification from a medical professional, physician, PA, nurse practitioner, LPN, CNA, or hospice professional stating the accommodation is necessary to prevent hardship
