Amends the Illinois School Code to expand the definition of "trauma" to include early relational trauma, caregiver separation, disrupted attachment, and prolonged instability during early development.

Adds recognition that trauma symptoms may emerge or intensify during adolescence as identity development, autonomy, and neurological changes intersect with earlier trauma.

Creates a new definition of "trauma-informed practices" that includes awareness of populations for whom trauma may be ongoing, relational, and developmentally expressed over time, specifically including students in adoptive, foster, kinship, or guardianship families.

Expands "trauma-responsive learning environments" to include practices promoting effective partnerships with caregivers and family systems supporting students impacted by trauma.

Takes effect immediately upon becoming law.
