IL HB4546

Creates the Household Hazardous Waste Stewardship Act requiring manufacturers of household hazardous products to establish, fund, and implement statewide collection programs beginning January 1, 2028

Mandates manufacturers register with a stewardship organization by April 1, 2027 and phases in collection cost funding from 50% in 2028 to 100% by program year 2032, plus 100% of transportation and disposal costs

Covers products containing hazardous substances sold for household use, including aerosols, fertilizers, pesticides, herbicides, solvents, and pool chemicals, while excluding automotive fluids, batteries, pharmaceuticals, paint, and electronics already regulated under other acts

Prohibits retailers from selling covered products unless the manufacturer participates in an approved stewardship plan and requires collection sites to maintain records and provide data to stewardship organizations

Establishes civil penalties for violations and makes fraudulent material statements to the Illinois EPA a Class 4 or Class 3 felony
