Prohibits Illinois from expending or investing any public funds in organizations, nonprofits, religious organizations, or other entities for conversion therapy purposes

Bars the State from entering into any contracts for the provision of conversion therapy services

Declares any contracts entered into or renewed after the bill's effective date that involve conversion therapy void and unenforceable as contrary to public policy

Defines conversion therapy as practices seeking to change an individual's sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or reduce same-gender attractions

Excludes from the definition counseling that assists with gender transition or other mental health services related to sexual orientation or gender identity that do not seek to change these characteristics
