Creates the Illinois Low Income Broadband Assistance Program administered by the Department of Commerce and Economic Opportunity to provide affordable broadband access for remote learning and work.

Families with household income at or below 135% of the federal poverty level qualify for free broadband service.

Families with income between 135% and 150% of the federal poverty level receive a monthly credit of at least $9.95 for broadband service, adjustable by family size.

Participants in SNAP, SSI, veterans benefits, public housing assistance, Medicaid, tribal programs, or the National School Lunch Program also qualify for the $9.95 monthly credit.

Families already enrolled in the federal Lifeline program or other state internet subsidy programs are ineligible for this program if they choose to remain in those programs.
