Large Electing Providers must continue offering telecommunications service, including traditional circuit switched networks, to existing business and residential customers until at least December 31, 2031

Beginning January 1, 2032, Large Electing Providers must start returning the salvage value of retired traditional circuit switched networks to Illinois residents, with full salvage completion required by January 1, 2038

Quarterly reporting to the Department of Public Health and Illinois Commerce Commission is required, documenting total salvage value, per-mile salvage value, geographic locations, and value of all salvage activities

Starting December 1, 2032, salvage proceeds from retired networks must be transferred annually to the Lead Service Line Replacement Fund to provide grants for municipal and private water utilities to replace lead service lines

Establishes state policy that traditional circuit switched networks were built under rate-of-return regulations where customers reimbursed carriers' investments plus profit, and salvage value should therefore be returned to Illinois residents
