Creates the Illinois Competitiveness and Innovation Working Group within the Department of Commerce and Economic Opportunity, with Governor-appointed members from universities, community colleges, advanced manufacturing partnerships, agribusiness, tourism organizations, and economic development groups.

Requires DCEO to develop a megaproject incentive framework including performance-based tax credits, capital assistance, and workforce training tools, and to continue annual international trade missions to Europe, East Asia, and emerging economies.

Mandates a statewide tourism connectivity plan to link Chicago's international airports with downstate attractions through branded transportation partnerships, shuttle services, and coordinated visitor marketing.

Establishes grant programs to promote agritourism destinations, local breweries and wineries, farm-to-table food corridors, and seasonal festivals.

Requires a report by July 1, 2026 proposing legislation to reinvest hotel tax revenue growth into global marketing, airline route development, and downstate tourism expansion, and directs the Illinois Commerce Commission to annually report on energy affordability and reliability for industrial users.
