Replaces DCFS "Error Reduction Implementation Plans" with new "Strengthening Best Practices Plans" informed by safety science principles to reduce child fatalities and serious harm

Requires plans to be guided by patterns, findings, and recommendations from DCFS Inspector General death/serious injury investigations and Child Death Review Teams

Plans must address systemic and organizational conditions contributing to child fatalities and include compliance provisions specifying methods for implementing, monitoring, and evaluating recommendations

Shifts implementation responsibility from "Error Reduction Safety Teams" to the OIG collaborating with DCFS to deliver training and reform protocols across regions, offices, and Child Welfare Contributing Agencies

Requires the OIG to include a review of plan implementation and evaluation in the annual report to the General Assembly and Governor
