Amends the Hospital Licensing Act (210 ILCS 85/6.09) to remove the requirement that the Department on Aging adopt rules for situations when case coordination units cannot complete pre-discharge assessments for patients 60 years or older being transferred to nursing homes

Eliminates regulatory provisions that were intended to ensure patients could access nursing home care, protect nursing homes from penalties for accepting admissions without completed assessments, and prevent delayed hospital discharges

Retains existing requirements that hospitals notify case coordination units at least 24 hours before discharging patients to skilled nursing facilities

Maintains the requirement that case coordination units notify the Department on Aging when assessments cannot be completed prior to discharge, which then notifies the Department of Healthcare and Family Services
