Amends the Child Care Act of 1969 to create a new "Interim Conditional Child Care Director" position allowing licensed day care centers to hire individuals still completing educational requirements for up to 12 months

Requires interim directors to provide documentation showing enrollment in courses at an accredited college or university that meet administrative requirements

Establishes exemption pathway for candidates with at least 2 years (3,120 clock hours) as an early childhood teacher at the hiring facility, plus 64 semester hours of college credits including 15 semester hours in early childhood education or child development

Interim directors under the first qualification track must complete 21 semester hours in early childhood-related courses by the end of the 12-month period

Interim directors under the second qualification track (those with 21+ semester hours in early childhood but lacking director credentials) must obtain the Gateways to Opportunity Level I Illinois Director Credential or equivalent training during the 12-month period
