Creates the Hispanic-Serving Institutions Task Force to assess and make recommendations regarding State support for Hispanic-serving institutions (at least 25% Hispanic enrollment per federal definition) and emerging Hispanic-serving institutions (at least 15% Hispanic enrollment) in Illinois.

Task Force membership includes 16 members: co-chairs from the Board of Higher Education and Illinois Community College Board, plus representatives from state agencies, university and community college presidents, faculty members, students, and workforce/business community members appointed by the Governor.

Requires the Task Force to identify barriers to student access, retention, and completion; review existing state funding formulas and policies; examine best practices from other states; and develop recommendations for legislative, administrative, or budgetary action.

Task Force must submit a written report to the Governor and General Assembly within 18 months of the Act's effective date, with findings to be posted on the Board of Higher Education and Illinois Community College Board websites.

Task Force dissolves upon report submission; the Act repeals on January 1, 2029.
